Why? Its a Dandelion for Junk SYncron. As simple as that.
Another reason why we love it, is because of 2 cards, TG - Hyper Librarian and Formula Syncron.
I've see a lot of player made decks centering around him. So, I modded my Scar Red Nova deck to be a combo deck that could abuse it.
The result? I spammed Shooting Star, Scar Red Nova and Trishula (using Librarian as the material for space) onto the field in the second turn. If I pull Decree when I start, and you don't have a Cyclone or Book of Moon ... your doomed, that's what this deck is all about.

Most people would drop Decree out but I just love that card.
Book of Moon is EXTREMELY important in here cause a well timed Effect Veiler can screw you up.
While I really like DDR and how much it combos with the deck, more than 1 is suicide.
Another way to play this is to switch 2 Decree for Limit Rebirth and the last one for Call of the Haunted.
